People living in the western world, partially because of media's biased report, have already formed a preconception about Chinese government whenever bad things about China happen (one example is the recent "Chinese toy" crisis).So they are often too quick in making un-founded allegations. It's not totally their fault, though - once a government's credit is damaged, it takes much more effort to restore it. Chinese government made many mistakes in past, and it will take many more years to eliminate the influence in people's mind.
