最简单的办法修改 /etc/passwd 文件变成
username:0:0:....

is it dangerous to do this? because the user who has the no 0 userid is root, if i change like this. there are two users which have the same userid.
and what is the groupid 0 mean? there is no group whose id equals 0

The manager is so stranger here. He help me login into the system with root accout and ask me to set up a new accout with all rights like root. But why don't he just give me the root account???I tried giving all the rights to the user, but it still cann't have the right to create new user.

Tell him it's security violation. Or just follow ynxie2000's tip after you get something in writing (say, email) from your boss about this matter.
