通常情况下,省长是省议会中执政党的主席,同时是省下议院议员。BC老省长辞职,党内选举的新主席,不是省议会议员,自动继任省长,按照惯例(不是法律但人人遵守),这种不是选出来的省长,要尽快举行补选,成为省议会议员。选不上就在议会走廊摆个桌子,遥控场内同党安省的PC前主席,连选连败,就在走廊办公一段时间,最后辞职走人。

因为她是党领,所以她是省长。党领不一定是当选的议员,不是议员,不能在议会发言。所以她参选。

真正分开的是像美、法少数国家,大多数民主国家实行的议会民主制,行政(执法)机关(内阁和总理)从立法机关(议会)中产生,总理和内阁成员,在立法时都有发言权,人手一票。
