If father has passed away, of course mother has to prove she is widowed, and father's death certificate is the official document as a proof. See Item 2 in the checklist.

The reason they ask for this kind of doc is to prove the marital status. If widowed, of course only death certificate for the spouse is enoughl; if still married, then must be Marriage Ceritificate. U will confuse them if provide two.
