if they will stay in Canada more than a year, might get visa in Canada. in the past, even your parents only stayed Canada for a month, you can apply their USA visa in Canada and got it. check china usa visa office.

really depends. Our application for our parents was rejected first time but got approved one year leater on the 2nd time. chance is small but still possible.
