FYR, What I heard is that you can transfer your parents' case from Beijing to Buffalo if your parents has been in Canada for more than 1 year and they are currently in Canada. There would be no harm to try.

08年8月差不多，如果我们游行成功，布法罗就和北京一样快了，到时候你就是2011年的布法罗你得等很久很久。

My understanding: 1) They have to be in Canada when they apply in Buffalo. 2)If I were you, I will try case transfer. But it is your decision anyway. Personally I do not think CIC will speed up the process (Parents or Grand Parents Imm category).

you can't, i tried, and denied, they said they prefer the cases to be processed in beijing.,but you still can try. if success, then i will try one more time. i did recently .i.e. in april 2010
