When I chose consulate outside of Canada, the website said, Electronic payments cannot be made for applications that are sent to Citizenship and Immigration Canada processing centres outside Canada.Do you know why? Thanks!

你弄错了，是担保人将钱交到加拿大境内的担保处理中心，所以应该按in Canada选项，然后选Mississauga。
