Taxes, the tax base in the GTA has been in a steady decline since 1990, as more commercial properties moving to the 905Belt, the residential composition that makes up the majority of the GTA simply cannot finance thespending level of a Alpha Level Metropolitan.
Note 1, the majority of city's revenue comes from property tax
Note 2, The Commercial property tax payers in the city are subsidizing their residential counterparts
Note 3, the real estate boom in the city only contributed more residential properties being built and less spending on commercial properties, thus lowering the tax base.
