Think about it man,

It is true that the hot air still inside. But, there is no reason that the basement should be warm as above. If the themostat is not in the basement, I hope to insulate the basement duct, close the vent and keep the temperature low. So I do not lose much hot air in the basement. Someone told me this.
Is it a good idea? Thanks.

If you have that much money, it's better to insulate the attic instead(make the insulation there thicker). When basement is cold, your first floor will cool much faster(no insulation between them). But it's hard to say if you can save any money by doing so. For the hot water pipe, there's not much use by insulate it either. I did it, don't think there's any improvment. The fact is, the hot water may stay there IF you use the hot water again soon. After a while(half an hour?), it will become cold again. So next time when you open the tap, still the same, need to run it until it get hot. Also, you can't insulate the sections that are inside the wall.
Both are just waste of time & money.

Not very sure. My workmate told me that he bought some insulation roll, with the aluminium layer on both side.It might be around $110 in HD or RONA, about 5 feet wide. His whole basement used about 2 rolls ( a 1800 sqf house). ALso duct tapes needed.
