本文发表在 rolia.net 枫下论坛先说一下两重意义上的双重国籍。第一，承认入籍前的国籍。此概念尽针对与移民。就华人而言，大陆人新加坡人与此无关，因他们已丢失了原国籍。香港台湾人与此有关。第二，继续承认加拿大公民的加籍，及便他又入了其他的国籍。谁会这么干？会入哪些国家？答案是去美国和法国居多。

这次引起问题的是第一种情况。加拿大主流并不反感第二种情况。于是，不合理的现象出现了。一旦法律通过，第一种没受什么影响，第二种人到成了受害者。为什么？一旦法律通过，不可能说第一种不合法，第二种合法。要说“叛国”，第二种可能更大。再说，第二种好管，管理的是自己的加籍。第一种没法管，因为那时其他国家的是。再就是有些国家的国籍是去不掉的，如叙利亚。第一种也不会成为受害者，因为“没法管”。

国际的局势是趋向承认双重国籍。如，印度开始承认双重国籍；澳大利亚以前只承认第一种，自2001起两种都承认。

为什么与你的切身利益有关？一，像印度一样，中国最终会承认双重国籍。现在不承认是怕外国势力借双重国籍干预内政。不承认双重国籍不符合中国的国家利益，但符合党的利益。终于会有一天，国家利益会大过党的利益的。那时，你或你的子女会是受益者的。二，你可能并不想要美国的国籍，但你的子女有可能会要。给你的子女多留一个机会，多留一个便利。

你要做点什么？在各种场合明确表达你反对取销双重国籍，因为没人可以从中获利。如果你积极的话，请约见你的当地国会议员。



No One Would Be Benefited from the Disallowing of Dual Citizenship

There are two different concepts of dual citizenship. First kind, immigrants keep their native or original citizenship. Second kind, Canadian citizens’ acquisition another country citizenship, for which the majority is of the countries like United States and France.

The current debate was triggered by government’s decision to evacuate upwards of 50,000 Canadians living in Lebanon when the Middle East erupted in war over the summer. Mane of these Lebanon Canadians belongs to first kind classified above. If dual citizenship disallowed, ironically the most likely victims would be second kind. It would be unlikely the possible new citizenship legislation would only disallow the first kind but second kind. It is second kind that closer the concept of betraying the Canadian value.

There is also a technical issue that for first kind, it is the matter subject to foreign country. In other words, disallowing of dual citizenship would not eliminate those things happened in Lebanon, given the possibility these Lebanon Canadians are Canadian citizens and Lebanon government allows these “foreigners” to live there.

It is an international trend that allowing the dual citizenship. Recently, India allows dual citizenship. Australia did only allow first kind of dual citizenship. Since 2001, they now allow both kinds. Disallowing dual citizenship in Canada would be regressive for sure. No one could be benefited from it. We all see the problem that government spent money on the evacuation. If it is a money matter, then concentrate on the money issue.
