I thought touring tires should be 700cX28-32 that could not fit into a MTB rim, both in terms of the diameter of the rim and width of the rim.(700c=27.5"). I used a 700x 32 tire to the front of my specialized road bike for commute, even the fork didn't fit the fat tire well(the inside of the fork touched the tire if I pump the tire to 80psi +)
so the question really is about what kind of mtb frame and fork can accomodate bigger sized wheels. and u should consider the brakes too. Did touring bike usu. used cantilever brakes for added clearance for muds/leaves/debris?
