I called CIC in yesterday and got the two informaiton.
1) They told me my case haven't started process for now
2) They received my addtional document at Jan 23rd 2012... :( . . But the Fedex shown the package deliverd at Dec 16th. 2011
3) Today i checked the status is shown as DM in CIC website. and mention
We received your application to sponsor on July 2, 2008.
We sent you a letter on January 23, 2012 about the decision on your application. Please consider delays in mail delivery before contacting us.

问为什么没有email通知没有online update，答没法给每个人update，and email address can only be added by written request to Mississauga. （我不论旧表新表都填写同一个email，从没收到任何通知邮件，唉）
问什么情况File可以转Ottawa，答no PR application will be processed in Ottawa, all files have to be processed outside of Canada....晕。

do you check with cic if they have received your package or not? it seems somthing is wrong on your case. does Canada post show your package has been delivered successfully. I sent out -peterlee2003(小强); 2012-2-2 {142} (#7255819@0)
two packages on Dec 20, I only received one e-mail to confirm one package has been received so far. another package seems missing. worry - ing

CIC may NOT send email notification and may NOT update online status diligently, that is for sure. BTW, I use Canada Post's express service so I can actually see the signature of the CIC person who received my package on Dec. 16.
