我来给各位做个回复，只是做个事实陈述，忠请喜欢谈公平的人士远离。DM is decision made.

本文发表在 rolia.net 枫下论坛It's shown on the 2nd line indicating your sponsorship case has been updated and officer has made a decison on your application, yes or no. Btw, the yes or no decision is not posted online, you have to wait for the mail or email. Currently, I find that CIC-M will advise you of the DM result either by email or by mail. If you have not received mail for about a week after DM, please call CIC contact line, they will send a request to Mississauga to email you the result, again, each agent may give you a differient answer, you need to ask him/her to contact Mississauga for you. What I was told that if I had provided my email address on the new form, the result should've been emailed, not by mail. Again, the msg posted by CIC was the DM letter was mailed on XX. XX, 2012. No arguement is needed, as long as you can get them send you the result. Once you receive the result by email, CIC will NOT mail you the result again, this is indicated in the email I received.
As to where your PR application is going to be processed, it's up to the officer who assessed your file, it can be directed to the local visa office abroad or CPP-Ottawa. It's unknown at this point how CPP-Ottawa will work with local VO to process parent's PR application.更多精彩文章及讨论，请光临枫下论坛 rolia.net

      But we still need track on how many cases transfer to Ottawa and how many cases transfer to local especially under what circumstance.

              The fact is if you want to talk about fairness, you have to evaluate it based on populations rather than your single case or a small group of cases. You might think the freeze has affected your case but the shortcut at Buffalo was wrong at the first place. This is a correction rather than taking your privilege away. No one should have had the privilege to be fast tracked than other people.
