2. Well technically true that BJ knows your parents are still remaining in Canada as it has their passports! But passports probably had been requested by BJ earlier than CPC-V made that decision, which BJ is able to verify from its own system (CAIPS) anytime they want.
So at this point, my suggestion: first, contact BJ to push them issue visas ASAP due to this refusal ( I don’t know when you sent the passport to BJ and when the medicals were done); meanwhile they may wait for another two months or so to see if anything form BJ, then apply for restoration. Yes, $200 + $75 per person. But they will refund if parents get landed at time of decision at Vegreville.
