My understanding is they applied for extension but now were refused and I guess in the refusal letter, CPC-V does not ask them to leave in 30 days. This is NOT a "departure order", nor "deportation order".
I believe it will not affect their immigration application. CIC's own system has all the information for every office to share. I guess the officer at CPC_V who made the decision on the extension has not checked it thoroughly.
Actually CIC will never know when a person leaves Canada, unless s/he reports to CIC (not check-in counter) at the airport before boarding.
