The problem is that we'd have to submit a Bill in parliament, have our MPs talk about it for a few months, review it in committees and sub-committees, then formally pass it in the House where it will then be sent to the drooling Chamber of Sober Second Thought.
Then it's time to negotiate with each and every province to determine where our government hackers will be located. It can't be Alberta or people would say Harper was rewarding someone loyal to the Conservatives. It can't be Quebec or people would say it's pandering to the French. It can't be Ontario or Newfoundland because Harper dislikes both Premiers.
Then it's time to discuss financing. It can't be 50:50 because then the small provinces of the Maritimes wouldn't be able to compete. The feds can't give extra or Quebec will say money is being taken from their pockets.
Finally the issue is settled. There will be one hacker in every province and because we need to appear not to discriminate we need to hire 5 women and 5 men. And of course we will need to represent minority groups including one person of Chinese descent.
Now we're ready to hack a few Chinese government sites. But wait, what computers to buy? We'll have to accept tenders and choose the best one submitted.
We're ready to go. It appears there weren't sufficient numbers of Senators on the day of the vote so the bill will need to be reviewed. And the Liberals are saying they'll repeal the law if elected.
The moral of the story is you can hack the Canadian government with impunity because by the time we retaliate everyone responsible will either be dead or living in Canada.
