The only concern is how long it takes by mail from BJ to Canada (I doubt whether Embassy will use express mail). My way is that the medical form was mailed to BJ address (my relative's address) I showed on my mum's application form. My relative mailed by expressed to Canada. My mum completed her medical check and mailed by express again back to Embassy.
However, if your parents' medical exam taken in BJ is still valid (mean within one year) when they are required to take immigration exams by BJ Embassy, you could email them to inquire whether this exam could be waived. It's more than likely. Good luck
