You are worried about it a bit too early. Youneed to hand in the sponsorship application to Mississauga first.

Prior to the sponsorhip approval, your parents need to be in Canada for at least one year so that you can request their PR application to be processed in U.S. Two requirements at that time:
1. Your parents need to be physically in Canada at the time of sponsorship is approved.
2. Your parents need to be continuously in Canada during the PR application processing period.

You are only preparing for the 1st stage documentation. Do not worry about things that won't happen in 3-4 years. Also about the application fees, Now you only need to submit it to Mississauga as it is the only CIC center for sponsorship approval.

    我也想到时把爸妈的case由北京转Buffalo,让二老在这边等。现在的问题是要什么时候向哪里递转档案的申请最好？递担保时候交的父母二人共$1025的移民申请费是否还有效？很怕移民局到时候说北京的case取消要重新排队申请北美这边，然后申请费要重交之类的问题。
