As we all know, Canada is an immigrant country where equity, impartiality and family value have always been promoted. These values are also consistent with our fellow Chinese’s moral standards. This is part of the reason why we choose to be in this country. The moment we set our feet on this land, we start to miss our parents. Day and night, we are looking forward to reuniting with our beloved ones who are on the other side of the earth. After 3 years of waiting the approval of our sponsorship, we are more eager to see the day comes when we can gather with our family. We, however, as the sponsors in Canada , and our parents, as the family- reunification applicants who have submitted their applications to Canadian Visa Office in Beijing have received unfair treatment. The processing time of most of these cases which submit to Canadian Visa Office overseas is between 1 - 2 years, while in Canadian Visa Office Beijing, the processing time would be delayed to 3 - 4 years or even indefinite. By Dec. 31, 2009, Canadian Visa Office in Beijing has had 6300 cases of backlog to be processed but the annual approved quota is only 1000. What does it imply? It indicates that if your parents submit their applications to Beijing Visa Office by end of 2009, they need to wait as long as 6 years. And if your parents submit after 2010, then the waiting time could be endless. Upon facing these cruel facts and this inequality, can you stay still? Can you shut your mouth? No, you can’t, absolutely can’t!
Someone may say that your parents can visit. Yes, they can, but they have to suffer the hardship of travelling back and forth between China and Canada . When the visas expire, we have no choice but to shed tears to see them off and to endure the separation agony again. I can see that many of you are in your middle age and your parents are turning in their seventies. With the time passing by, with all the worries and anxiety carrying on, some families have already lost their parents before they could wait for the approval to come. Do you think it’s fair? Do you think it’s humane? No, it is not fair. It is not humane. This is a man-made tragedy! We should by no means allow this happen on any of us again.
My fellow countrymen, we are all descendants of Zhong Hua, we are all offspring of Yan and Huang. Filial piety is strictly observed in Chinese families. As qualified sponsors, we are trying our best to contribute to Canadian society continuously. Striving for being united with our parents is not only our deserved right, but is also our obligation. We understand the priority rule that applies to different classes such as skilled worker immigrants, investment immigrants etc, but we also fully aware the equality principle of treating same class applicants, regardless race, nationality, skin color, religion and gender, which has been claimed by CIC as part of the government in this democratic country. Who could give us a good reason why there is such a huge differentiation in terms of parents’ immigration waiting time? This kind of practice has shaken the foundation of this democratic society. Today, we are here to urge CIC to change, to make concrete effort to address the imbalance, to shorten the waiting time of approval at Beijing Visa Office, so the equality principal of handling immigration cases would be fully reflected.
My dear folks who are waiting to reunite with your parents, let us be together, let us lift our hands and make an urgent appeal: we want democracy, we want equality, and we want to be with our family. Our beloved ones will come early to our side if we work hard together.
