from what I understand. In order to transfer the file to Buffalo instead of Beijing, you need the following (both).

littleonion(little onion)

1. Parents stay in Canada over a year already, continiously
2. When sponsership is approved, your parents are still in Canada

But I heard one special case... when my friend's sponsership almost approved, her parents were in Canada for 8months, they also got 6months visa extention approved at that time. She phoned in CIC Mississauga, requesting transfer files to Buffalo instead of Beijing (she originally filled "Beijing" on the form. CIC Mississauga accepted her request... amazing...

如果他们2010年底或2011年初担保申请批下来的时候人在加拿大，而且在加拿大已经连续呆了超过12个月，他们的移民申请可以在水牛城递交。 -littleonion(little onion); 2010-8-6 {105} (#6214032@0)
当然，还要看你当初递申请的时候，visa office的地点是否选了北京，如果是，还得打电话去叫他们update到水牛城。

请问如果想把父母的移民申请转到水牛城，父母一定需要在加拿大呆够一年以上么？我是08年四月递交担保父母资格申请。根据目前受理速度，可能需再等待10个月以上。我目前打算6个月以后办理父母探亲。希望在探亲签证有效期内获得担保申请批准，然后在境内申请父母移民（父母年纪高，母亲行动不便，国内无子女照顾）。请问这个计划是否可行。多谢指教。
