my parents' FN is aug/2008, later than yours. In 2008 I got an email from beijing embassy stating their file will be processed sometime in 2010, but now it seems impossible. Like your parents, mine live in chengdu, kind of the earthquake centre in 2008. CIC had a policy to speed up the applications from sichuan province right after the earthquake, however even though mississauga centre did speed up, unfortunately beijing office simply ignored it.

after reading your email, I realized the reply you got from cic is cold and ignorant. they just repeated whatever they may have said 1000 times, and didn't even bother to answer the specific questions in your mail.

hate those basterd... we've got to do something before it's too late.

    The office of Mr. Mike Lake has kindly forwarded to the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, a copy of your email of February 18, 2010, concerning the processing time for your parents’ immigration application in Beijing.

    I appreciate your desire to have your parents immigrate to Canada. Citizenship and Immigration Canada (CIC) is committed to improving client service and ensuring that applications can be processed in a timely manner. Persons wishing to come to Canada as visitors or immigrants are selected by a process that does not discriminate on the grounds of race, national or ethnic origin, colour, religion or sex. The principle of non-discrimination is part of the Immigration and Refugee Protection Act, and is consistent with the Canadian Charter of Rights and Freedoms. It also reflects Canada’s tradition of fairness and natural justice and our nation’s multicultural character. Our visa officials abroad are well trained in the assessment and processing of all immigrant and visitor applications. Their decisions are governed by Canadian immigration legislation.

    The length of processing time varies depending on the location of the visa office where the application is being processed. Current processing times vary from office to office primarily due to the volumes those offices received in previous years, and due to the differing pressures between offices to meet other priorities. CIC will make every effort to ensure that priority is given to those applications received first, wherever they are in the world.

    While I realize that this situation is distressing to you, I trust that the information provided is of assistance.

Chinese citizen submitting other categories immigration cases can choose Beijing VO and Hongkong VO by their own willing, thus the processing time will be balanced automatically. Because the backlog of each Visa Office is known to public, so people will select VO which has fewer backlogs. We don't understand why family reunion category make it so special that only four provinces and two special regions can submit to Hongkong VO while rest of people in China only can submit to Beijing.

      2. Spousal and partner immigration category also has the same region distribution as parents and grandparents immigration, but unlike parents’ immigration, the spousal and partner immigration doesn't have so big difference, currently Beijing on average only can process 3 months backlog cases, while Hongkong can process more backlogs. So obviously CIC knows how to balance quotes for spousal and partner immigration between Beijing and Hongkong, but they just do not want to do the same thing for parents and grandparents cases.

      3. There is no problem for other Visa Offices to help process the cases in Beijing. Like Chinese citizen lived in US or Canada for 1 year can submit their cases to US VO and their cases will be finished within one year. So obviously CIC local offices knows how to process cases in remote region, I mean a guy lived in China for 65 years but only lived in Canada for 1 year, CIC knows how to gather information about the person's history.         My parents have submitted their immigration application to Canada Beijing Visa office at Mar.31, 2008. Unfortunately, after 2 years, their application status is still “Waiting for process” and from the information I found today from Beijing Visa Office website, there might be another 2, 3 years waiting time for their application get processed because it looks like Beijing office only processes 3 months inventory cases each year.

        My parents live in Chongqing City, which is located at south west of China. Based on the regulation, Beijing Visa office is the pointed visa office for this region so they don’t have other choice. But for those applicants, who live in south of china and submitted their application to HK Visa office at September,2009, they have received medical exam form already. For Vietnamese, who submitted their application to Singapore Visa office at March, 2009, they also received the medical exam form already.

        I understand Canadian government doesn’t like our parents come over as they cannot contribute to Canada. I just don’t understand why the waiting time is such a huge difference between different offices. Even within China, just because the applicants live in different regions and their waiting time is couple years difference. This is ridiculous.

        My husband and me never claimed any funding or subsidy from the government. We contribute couple 10 thousands tax each year to the government, no less than those sponsors who came from South China or Vietnam. We have the ability to provide good quality of daily life for my parents. If I can, I would like to swear to give up all the benefits from government in order to get them come over earlier as immigrants.

        At the day one I submitted the sponsorship application(December,2005), I know there would be a long waiting but I wasn’t expecting so long. I didn’t complain anything as I know I am not strong enough to change anything. The motivation for me to write this email is that when I told my parents that I plan to put a bedroom and a shower on the main floor in the house that I am building, my dad told me: don’t waste those money, we might not get the visa before I die. This really made me upset as my both of my parents don’t have any old age diseases and they are thinking their death will come faster than their immigrant visa.

        • 上班,下班.你的信真感人,看的我都落泪了。如果CIC那伙人看了之后还无动于衷,他们就真不是人!可是最有可能的是他们根本就不会看完就copy+paste他们重复一千遍的谎言。建议把最后一句话也copy在email之前。

            My name is XXXX. I am a Canadian citizen living in XXXXXXX, Edmonton, and currently working for XXXXXXXXXX. I found your information from the internet.

            I am writing this email to complain Immigration Canada for their unfairly treat applicants all over the world. Please forward this email to the immigration office manager.

            My parents live in Chongqing City, which is located in the south west of China and they have submitted their immigration application to Canada Visa Office in Beijing, China at Mar.31, 2008. After almost 2 years, their application status is still “Waiting for process”. Based on the information from internet, Beijing Visa office is sending Medical Exam forms to those applicants who submitted their application at 2007, September. And there will be couple months waiting after they pass the medical exam.

            But for those applicants, who live in south of china and submitted their application to HK Visa office at September,2009, they have received medical exam form already. For Vietnamese, who submitted their application to Singapore Visa office at March, 2009, they also received the medical exam form already.

            I was told that Beijing Visa office only process 2.5 months inventory cases in the year of 2009.

            I just don’t understand why the waiting time is such a huge difference between different offices. Even within China, just because the applicants live in different regions their waiting time is 2 years difference, that’s ridiculous.

            I understand Canadian government doesn’t like our parents come over as they cannot contribute to Canada. But why don’t they increase the financial bottom line for the sponsors to avoid parents come over to Canada to enjoy the low income benefits? I strongly believe that sponsors should provide over than average living standard for their parents. And old age security should be totally cut off for those people who never paid one penny tax to Canada.

            The reason I want them to become an immigrants is that it is much easier for them to come over to visit me when they want to. During the past 5 years, they have visited me twice as visitors and I already took them to the very east and very west points of Canada. But every time, both me and my parents had to prepare whole bunch documentations, got rude treated by the visa center staffs, travel to other city to get medical exam and of course, paid unreasonable expensive extra fees beside application fee.

          • 我不在多伦多,不能参加任何你们组织的活动,身边没有一个中国人申请父母移民,唯一一个还是越南人,我们夫妻收入是他们夫妻的2倍,他们夫妻一共担保父母兄弟姐妹一共11人,11人呐,加上他们一家3口,他俩的收入养得活吗?
            还不是要我们来养。我比他们先递申请,他们的家人可能比我的家人先拿到签证。其实我并没有把父母移民看得很重要,因为我还有妹妹在国内,父母在国内生活也很好,给他们移民的目的也就是想来的时候方便些因为重庆是没有体检医院的,要到成都去,很麻烦。我只是觉得移民局没有公正地对待每一个申请人。心里不平

                男的5岁的时候,被逃难的叔叔顺手拉走,难民到了加拿大,大学毕业后回去越南和刚高中毕业的妻子结婚后,后妻子团聚移民来到加拿大。男的有父母及未成年兄弟姐妹4人,共六人,移民申请2008年9月到新加坡。妻子有父母及未成年兄弟姐妹3人,共5人。由于双方担保的人数太多,夫妻没有互相co-sign.妻子开始收入达不到要求所以等到08年7月收入达到要求才把担保申请交米西沙家。目前还在等担保结果。他们自己一家目前三口,所以,他们两人工作,负担的是14张口的吃喝,可能吗?

      Seems the first case shall be process first.

      In real world they failed to do this: according to them based on two reasons:
      1. due to the volumes those offices received in previous years,
      2. and due to the differing pressures between offices to meet other priorities.

      1. if Beijing Visa offices alreay has a huge backlog, they should get more quotes each year until the backlog clear to an average world level(based on submitting time), this is what CIC can control every year, but they failed to do so, now Beijing only get 1000 quotes each year.

      2. This is basically means they claimed that they do not have enough Visa Officers in Beijing, but this is also a CIC is problem. they should send more VOs to beijing to clear the backlog. or what they also can do is allow people transfer their case from Beijing to Hongkong, I think hongkong VOs has no problem to access required informations for applicants from other provinces. When case transfered, the hongkong VO should stop processing applicantion recived in 2009 and processing cases forwarded from Beijing which submitted in 2007 only.               • 每一个case的被审批的人应受到平等的对待。 让MP转问移民部长,是不是我也让自己的父母到加拿大来住一年,这样会不会帮助他们解决北京的问题,或者,转自己的case去香港,香港是中国的一部分,既然北京配额这么少,”效率这么低“,让香港帮帮北京吧。

    • 我上周给北京领馆写信询问进度,因为他们以前说我父母的申请(2008年8月递交的)会在2010年开始,得到的回复跟你得到的一模一样,每个字都一样。他们有模版了,随便谁来问,就copy and paste 了事。真是可恨。
