Seems the first case shall be process first.
In real world they failed to do this: according to them based on two reasons:
1. due to the volumes those offices received in previous years,
2. and due to the differing pressures between offices to meet other priorities.
1. if Beijing Visa offices alreay has a huge backlog, they should get more quotes each year until the backlog clear to an average world level(based on submitting time), this is what CIC can control every year, but they failed to do so, now Beijing only get 1000 quotes each year.
2. This is basically means they claimed that they do not have enough Visa Officers in Beijing, but this is also a CIC is problem. they should send more VOs to beijing to clear the backlog. or what they also can do is allow people transfer their case from Beijing to Hongkong, I think hongkong VOs has no problem to access required informations for applicants from other provinces. When case transfered, the hongkong VO should stop processing applicantion recived in 2009 and processing cases forwarded from Beijing which submitted in 2007 only.
