What's happening in at the plice force and the TTC is 3% pay hike "across the board". On top of individual promotion related (i.e. discretional) raise that you guys are talking about.
Of course you could expect a 10% (or even more) if you got a exceptional performance review, or happened to be promoted from intermediate to senior this year. That doesn't mean that employees in your company would collectively get a 3% pay hike -- actually, it could be 0% or even -1%.
Individual/discretioal salary increase and bargaining unit collective pay hike are two different concepts!
