One of my buddies directed me to this thread. I post abit in other areas of the forum but somehow missed this thread.

I actually work at an Assessment Centre as a Case Manager and I know exactly how the program works. I'm also very much aware of NEW changes to Second Career that came down the pipe into effect as of November 20th as I was at the meeting with the MTCU where they explained all of these changes to area service providers.

This explains some of the details.

For those of you who have applications out that have not yet recieved an answer from the MTCU ... your application is being returned to the assessment centre that originally did your application and you will be reassessed under the new guidelines. I can guarantee you that most of you will no longer qualify.

THe new system works like this:

They will be using now what they call "the Suitability Matrix" made of of 7 individual criteria.

1. History of Active Job Search
2. Duration of Unemployment
3. Educational Attainment
4. Work History
5. Labour Market Prospects
6. Type of Training
7. Experience -- Occupational Skills

In each of the 7 catagories you will be given a score of 1, 2 or 3.

If you get 16 points you pass -- your application will go on to the MTCU. Less than 16 points is a fail ... no training for you.

These points are freaking super hard to get.

For example:

History of Active Job Search
need 26 weeks of active job search WITH documentation = 3 points.
17 - 26 weeks = 2 points,
less than 17 weeks = 1 point.

Duration of Unemployment
More than 52 weeks = 3 pts
27 - 52 weeks = 2 points
less than 27 = 1 pt

Education Attainment
No Post Secondary = 3 pts
Some Post Secondary = 2 pts
Post Secondary complete or trade qualifcation = 1 pt

Work History
10 years in same job occupation in an industry with declidining ro relatively low expected employment growth = 3 pts
5 - 10 years = 2 pts
Less than 5 years = 1 pt

Labour Market Propsects
Credentials needed for chosen employment = 3 pts
No credentials needed = 2 pts
(no 1 pt for this section)

Type of Training
Leads to certificate or diploma occupationally specific training in NOC B or C = 3 pts
Provides upgrading/language trainign to qualify ofr occupationaly specific trainign in NOC B or C that leads to certificate or diploma = 2 pts

Experience Occupational Skills
Work experience is in NOC D occuaptions there are no current employment opportuntiites for thos occupations and a disability prevents the application from using existing occupational skills = 3 pts
Work experience is in NOC B and or NOC C occupations; there are no current employment opportuntiites in those occupations and or an disability prevents the applicaton from using existing occupational skills = 2 pts


Oh and wait until you see the new financial assessments! They are a joke. The gov will only pay you a living allowance if your total household income is less than 23 grand a year. Otherwise you will only get reimbursed for tuition.

Basically anyone that's married is now screwed if their partner has a job. Never mind the fact that in terms of school they will now only pay a MAXIMUM Of 1500 dollars per sememester. Program costs more than 1500 per sememester? Too bad.

Oh and the list of programs now acceptable? Pathetically small. If the program you want to take does not lead to a career on their list, then you have to get 3 employer attestations (in the industry you want to get in to) stating they will be hiring in the near future.

One piece of good news though ... they are using the honour system to check to make sure everyone tells the truth. Yep the honour system.

Another thing to note ... Skills Development no longer exists. There is now only one program and it is Second Career. Sorry Reachback and EI Eligible folks, if you don't have a layoff between now and January 1st 2005 you're no longer eligible.


Look the main issue was this ... under the old system thousands of people got in. They had funding supposed to last 3 years and ate through it in less than 18 months. I think the numbers were 20 thousand for 3 years and as of a couple months ago 29 thousand had applied. Probaly more by now.

Another thing to consider is that things are NOT consistant region to region. Toronto applications were breezing through Assessment Centres to the MTCU whereas applications done in other parts of the Province (outside GTA) were being held up by constant delays "oh no you need Career Decision Making, Oh no you need a job finding program, oh no let's do career exploration first, oh no I need another 500 job search sheets", whereas in Toronto it was "Do you have a pulse? Were you laid off? You're iN!!"

The wait times though were pretty much the same across the board once the applications get to the MTCU level. I think pre November 20th they were working on applications submitted from Assessment Centres from July or August. Post November 20th they aren't working on anything as the MTCU is sending everything back to be re-evaluated under the new system. Oh boy is the **** going to hit the fan when people who've waited for months and months and months get told they are no longer eligible.

One last thing .... if you're application hasn't made it to the Ministry yet, you dont' have a hope in hell of starting school for January. As in 0 percent chance.     • 好象案子早就返回ASSESSMENT CENTER根据分值重新审理了。已经有人开始接到被拒通知了。
      但是我们的EI专家们还在重复老调子。其实政府公布的消息还用你们来说啊?大家看看,最近的讲座还接二连三。真逗。
    • 我已经无语了!想当年移民的时候就遇上换新法,现在申请第二职业也遇上换新法,赶情这地方换法的效率倒是挺快的!等了大半年,花了几百元,就打水漂了。
