In previous votes, e.g. the one in Juen, NDP knew that Libral would like to have more time to gether themselve, therefore, they quickly claimed they would vote against the bill together with Bloc even before they really saw the detail of the bill. This move pushed Libral to support the Tory. Otherwise, they would face a summer election nobody, especially themselves, wants.
Now, on one hand, Libral cannot find a 'real' issue and build a 'real' arguement for fall election. On the other hand, however, they are risking not being able to distiguish themselves from Tory if they continue to prop up them. Iggy also got pressure from hardliners within the party. But, they also knew that NDP would not want to have a election now. NDP is not financially ready also they would probably lose seats to Libral. Understanding this reality, this time Libral move first to claim they would against the government.
Making this calculated move, they knew they would ease some pressure within their party and the chance of we actually having an election is small. Now, NDP had no choice but to support Tory. For Tory, Happer may actually want an election now given the support for Tory is not bad. The problem is they have already claimed that an election is unnecessary in the compaign against Grit. Therefore, they cannot use extreme hardline to leave other parties with absolutely no excuse to vote against them. Then, NDP would quickly find something as excuse/rational to support the Tory.
