Who can amend canadian constitution? Under Victoria Charter (1971) , even the offices of the Queen, Governor General and Lieutenant Governor can be amended. Here is the conditions:

a) each province having, at any previous census, more than 25 per cent of the population of Canada;

b) at least two of the Atlantic provinces; and

c) at least two of the Western provinces having, together, at least 50 per cent of the population of those provinces.

    • Canada can claim neutrality status.
      • The point that I want to make is I don't believe Canadian has lesser control on Canada than British on Britian or Chinese on China.

                    • The bankers have totally control US government after president Andrew Jackson. The Bank War is the name given to controversy over the Second Bank of the United States and the attempts to destroy it by then-president Andrew Jackson.
                      • Obama may follow Jackson's footstep, failure to reform! And it is not just banking industry, and also strong resistance from health industry as well.
                        • The system is fundamentally flawed so nobody can reform without change the system.
