BARBADOS - Foreign Affairs Minister Bill Graham called on Israel Tuesday to withdraw its troops from Palestinian towns.

On Saturday, the United Nations Security Council adopted a resolution, saying Israel should leave the area. The United States, along with all other countries but Syria, supported the resolution.
Graham said he recognizes Israel's right to self-defence, but "reoccupation is making it impossible to restart negotiations."
"I don't think anybody's calling for Israel to sit back and just allow suicide bombers to attack innocent people," he said. But he added Israeli actions must always aim to restart the peace process.
Graham argued the situation is different from Canada and the United States going into Afghanistan to root out terrorism. He said those operations had international approval because their stated goal was peace.
As for Israel's proposal to exile Palestinian Leader Yasser Arafat, Graham said Israel has to deal with someone who represents the Palestinians. He said for the moment that's Arafat, so Arafat should remain there.
Graham is on vacation, and spoke from Barbados in a teleconference call with reporters.
