1. If you are behide router, you need NAT setup to redirect 80(or anyport you use) port to you webserver inside LAN.
write down the outside(internet) IP address of your router.
if you are direct connect to internet, then you don't need NAT.
2. (just for testing), you should be able to use http://your_ip_address to access your website.
3. go to http://www.dyndns.com/ to apply for a dynamic DNS name. It will give you a DNS name to reslove to above your_ip_address.

4. Then you need a dynamic dns update tool to keep notify/update DNS record in case your IP address change.
http://www.dyndns.com/support/clients/
5. you are done...now everyone can use http://your_dyndns_name/ to acces your website, as long as your machine/router is up.
