There are two issues are arguable.

1. Why do you say "注册公司是一种工作"? Being incorporated is not a job. It is an once only action, the time used is about one (1) second - accounts for time used for decision making. Why do you say it is a job? Accoutant or lawyer doing same thing for the clients are job, but not a "job" for client themselves if they do it by themselves.

2. If a director did not take salary from the company, why that director needs a working permit? "Being" a director is not a "job" unless he/she doing corporation governing work.

TN的加拿大律师也可以，不过总没有美国人来得便宜。

另：公司注册以后作为“董事长”的外国人的你并不自动拥有工作的权利。还是需要工作签证。
