I am not sure what is your question. If I were you, I would first get written confirmation from delivery company, email will do. Then, find right department of customs service, then give them a ring. Tell them you understanding the inspection is essential and just check why it takes so long time to be inspected. Ask them doing it quick. Don't fight first, unless they do not listen to you. Once you decided to fight, fight it hard. Try to keep all communication in written form including telephone records. Find relavent case laws first to support your cliam.

I then contact the customs and indicate to them, while I understand the inspection is neccessary and I fully support their work, they should do it quick. Because delay to process means blockade of the commmunication, which is a serious constitutional violation. I request them to deliver to me within 24 hours. Then I received a phone call says they would unable to deliver it on same day, whether tomorrow is ok. I said OK. Next day, I received a package. Quess what? They did not inspect it.

The best way is carry by friend. Think about this scenario, if the recipient is the owner of the passport, how did he/she cross the border; if the recipient is not the owner, why send someone else' passport to him/her? In nowadays, I believe the inspection is not longer carried by customs, but homeland security. What is your story anyway?
