No. LC is not work autorization. You need to file I485 (the last step in GC process) for you and your spouse and then you can apply for EAD for both of you.

Yes, but only after you file I485 which is the last step of GC application. If your priority date is current, you can also file I140 (2nd step) and I485 together so that you can also apply for the extension of H1b

Oct. last year, the priority date for applicants born in mainland China was truned backward to some time in 2000 ( or 2001?). For soem people, there may be several years to wait before you can file I485 even you've got your LC and I140 all cleared. So, I think it is good to apply for GC as early as possible....
