During Bible History, custom and tribute were forms of taxation that made political and religious services possible. In the New Testament, custom is used to translate the original Greek word (pronounced) tel-oh-nee-on meaning a collector of public revenue, and tribute is used to translate the original Greek word (pronounced) kane-sos meaning enrollment, or census, with a practical meaning of taxation. Jesus Christ was a taxpayer, both civil and religious, as stated in His famous "Render therefore to Caesar the things that are Caesar's, and to God the things that are God's."
