To perform system design and analysis and produce relevant and timely technical proposals for in support of the project RFQ process. To develop and define system design features to meet Customer requirements whilst considering impact to the overall project programme and available resources. To analyse and evaluate designs to verify compliance with System technical requirements. .
JOB RESPONSIBILITIES:
Reporting to the Commercial Manager, the incumbent is accountable for developing proposals correctly, within cost and schedule limits. The Proposal Engineer typically works with the project team to define what will be designed, how it will perform and how it will be determined that it is working correctly.
Key areas of expertise are to:
· Understand the customer requirements and define a system level design, which builds upon and promotes our product.
· Convert Customer requirements into conceptual designs and prepares associated design and interface control documents and technical trade-off studies evaluating alternative design configurations and functional features.
· Similarly create new concepts or modifies existing concepts to fulfil customer requirements.
· Prepare system & subsystem requirement specifications database and interface requirements.
· Perform technical/engineering tasks to define system design and subsystem requirements details. Analyses are performed as necessary to identify design feasibility & driving requirements.
· Prepare and support preparation of design & development proposals based on a knowledge of ATC technology, customer requirements and backed by analysis, simulation and trade-off of key design driving requirements.
· Present technical design proposals and reports to customers and/or other engineering/management groups in clear, complete, concise and non-ambiguous terms.
· Supply and promote Alcatel’s project management and financial control principles and methods, as required at his level, by manager.
· Prepare Proposals based on Contract and RFQ Requirements.
· Liaise with other functional departments in presenting technical solutions and in preparation of proposal write ups assignments and cost estimates
· Work with Commercial Manager to define proposal schedule and initiate the bid process to prepare the labour and material estimates, and the technical response to the proposal. (writing assignments, cable plans, diagrams, etc.)
· Monitor and ensure that all costs and writing assignments are completed on time.
SKILLS AND EXPERIENCE:
· The successful candidate will hold a B.Sc. Electrical Engineering, Computer Engineering plus over 5-7 years relevant work experience or equivalent.
· Knowledge of specification-driven systems design (as it applies to computer systems with both hardware and software operation).
· Good understanding of train signalling principals and Automated train control systems subsystems.
· Good technical English language writing skills; good oral communication skills, presentation skills and analytical skills.
· Familiarity with modern software development methodology tools and software specification.
· Knowledge of the Alcatel Canada product line and its operating principles.
· Must be able to work independently and in a team environment.
· Must have good planning and organisation skills.
· Experience with Requirements Based tools such as DOORS.
· Business and Commercial experience relating to bids and proposals is highly desirable.
