My wild guess:

The housing market was stagnant due to following reasons:

1. Mortgage rates were too high, typically between 10%-15%. Not many people could afford.

2. Econormic instability. People were still recovering from the recenssion occurred in early 80's and were very cautious on capital spending and long term financial commitment.

Check on Statistics Canada publications on housing, building permits issued at that period, history of lending rates. You may also consult with Canadian Mortgage & Housing Corporation for professional answers.

      HongKong people immigranting to canada is one factor cause the house price increase in that period, but not the only factor, and not the major factor.

      after 1989, house price goes down for 7 years till 1996.
      reason?
      correction after a quick increase?
      high interest rate? (18% for a while)

      1985 100k
      1989 250k
      1996 200k
      2001 250k
      2004 300k
